Best Clinical Psychology Doctoral Programs in New Jersey, Ranked (2026)
Top APA-accredited clinical psychology doctoral programs (PhD and PsyD) in New Jersey for 2026, with cohort sizes, the 2-year supervised professional experience requirement, EPPP plus the New Jersey Jurisprudence Examination, and New Jersey's PSYPACT membership since November 2021.
Key Takeaways
- New Jersey has roughly 10 APA-accredited doctoral psychology programs. The crown jewel is Rutgers Graduate School of Applied and Professional Psychology (GSAPP) which runs both Clinical PsyD and School PsyD programs (both began instruction 1974). GSAPP was the first PsyD program housed inside a major research university (instruction began 1974, alongside the founding cohort PsyD model that the University of Illinois pioneered in 1968). Other R1 programs: Rutgers University Department of Psychology Clinical PhD (separate from GSAPP, APA + PCSAS-accredited, clinical scientist model with GRE not required). Montclair State (Clinical PhD, fully accredited effective October 2023, STEM-designated). Kean (Combined School and Clinical PsyD, since 2016, NASP-accredited). William Paterson (Clinical PsyD, fully APA-accredited 10 years effective December 2021 through 2031). Seton Hall (Counseling Psychology PhD, since 1999; the only Counseling Psych PhD in NJ; verify current admission status). FDU (Clinical PhD, CUDCP member, optional Forensic Track). Saint Elizabeth University (Counseling PsyD, fully APA-accredited 10 years through 2033). Felician (Counseling PsyD, since 2021).
- New Jersey licenses psychologists through the NJ Board of Psychological Examiners. Required supervised experience is 2 years: 1-year APA-accredited internship plus 1,750 hours additional Supervised Professional Experience (SPE) (accumulated through qualifying doctoral practica and/or post-doctoral supervised experience), including 1,000 client contact hours and 200 supervision hours.
- Exam sequence is the EPPP at ASPPB recommended pass point plus the NJ Jurisprudence Examination ($100 fee). After passing the EPPP, candidates have 90 days to take jurisprudence.
- Initial license fee is $300 (prorated to $150 in the second year of the renewal period). Biennial renewal is $300. Continuing education is 40 CE credits per biennial renewal, including 4 credits in domestic violence and 1 credit in prescription opioid drugs (risks/signs of opioid abuse, addiction, diversion).
- New Jersey is a PSYPACT state. NJ enacted PSYPACT through A 4205 / S 2506 enacted September 24, 2021 and effective November 23, 2021. NJ LPs holding the E.Passport plus APIT can practice telepsychology across all 40+ PSYPACT member states. The NYC metro proximity makes dual NJ-NY licensure a common career pattern.
- New Jersey pays among the top 5 psychologist wages in the country. BLS May 2024 NJ OEWS shows Clinical and Counseling Psychologists (SOC 19-3033) at a state median of $119,670 (mean $131,890), approximately 25% above the national median of $96,100. NJ ranks 4th nationally. The Newark-Jersey City metro median is $124,560.
- The NJ Behavioral Healthcare Provider Loan Redemption Program (BHLRP) explicitly includes licensed psychologists. Up to $50,000 per 2 years of full-time service, maximum $150,000 over 6 years, with an additional $5,000 per year for those primarily serving children/adolescents (maximum $180,000 total). One of the most generous state behavioral health loan repayment programs in the country.
- Princeton University does NOT offer an APA-accredited Clinical Psychology PhD. Princeton's PhD in Psychology is research-only (behavioral economics, cognitive neuroscience, social neuroscience, perception/cognition, language). It is not health service psychology training. Exclude Princeton from any APA-accredited program list.
New Jersey runs one of the deepest psychology training landscapes on the East Coast despite its small geographic size, with the unique distinction of housing Rutgers Graduate School of Applied and Professional Psychology (GSAPP). GSAPP began PsyD instruction in 1974 and is widely recognized as the first PsyD program housed inside a major research university (the inaugural PsyD model was launched by the University of Illinois in 1968; GSAPP pioneered the research-university-embedded professional school model). GSAPP runs both Clinical PsyD (~1.5 to 1.8% acceptance rate from 1,200+ applications per cycle) and School PsyD (NASP-approved). The Department of Psychology at Rutgers (separate from GSAPP) also runs an APA-accredited Clinical Psychology PhD with PCSAS dual accreditation and a clinical-scientist training model (GRE not used in admissions decisions).
The broader NJ landscape covers 10 APA-accredited doctoral psychology programs. Montclair State University Clinical PhD became fully APA-accredited effective October 20, 2023 (CoA approval April 2024) with STEM designation; emphasizes clinical child psychology or forensic psychology. Kean University runs a Combined School and Clinical PsyD APA-accredited since 2016 (and NASP-accredited, the only Combined doctoral program in NJ). William Paterson University Clinical PsyD received fully accredited 10-year status from APA effective December 2, 2021 through 2031 (no GRE submission allowed). Seton Hall University runs the only APA-accredited Counseling Psychology PhD in NJ (since October 1999; verify current admission status as the college may have suspended admissions). Fairleigh Dickinson University (FDU) Clinical PhD is a CUDCP member with optional Forensic Track. Saint Elizabeth University Counseling PsyD received full 10-year APA accreditation effective May 6, 2024 through 2033. Felician University Counseling PsyD has been APA-accredited since April 2021.
The NJ Board of Psychological Examiners licensure path requires a doctorate from an APA-accredited program (or "closely allied field" per Board regulations), plus 2 years of supervised experience structured as: 1-year APA-accredited internship plus 1,750 hours additional Supervised Professional Experience (SPE) accumulated through qualifying doctoral practica and/or post-doctoral supervised experience. The 1,750 SPE includes 1,000 client contact hours, 200 supervision hours (at least 100 individual face-to-face), and 550 hours in other work-related activities. Exam sequence is the EPPP (ASPPB recommended pass point) plus the NJ Jurisprudence Examination ($100 fee). Initial license fee is $300 (prorated $150 in second year); biennial renewal is $300. Continuing education is 40 CE credits per biennial cycle including 4 hours domestic violence and 1 hour prescription opioids.
New Jersey has been a PSYPACT state since November 23, 2021 (A 4205/S 2506 enacted September 24, 2021). NJ LPs with APIT can practice telepsychology across all 40+ PSYPACT member states. Combined with the NYC metro proximity (dual NJ-NY licensure is a common career pattern), the top-5-nationally psychologist wages ($131,890 mean in NJ, 4th nationally), and the unusually generous NJ BHLRP loan repayment ($50K per 2 years up to $180K total with child/adolescent bonus), New Jersey is one of the strongest psychology markets in the country.

How to Become a Licensed Clinical Psychologist in New Jersey
The licensing board, exam pathway, and supervised hours you'll need to practice independently.
Licensing Board
New Jersey State Board of Psychological Examiners, Division of Consumer Affairs
(973) 504-6470
New Jersey regulates psychologists through the NJ State Board of Psychological Examiners under the Division of Consumer Affairs.
Education requirement is a doctorate in psychology or "closely allied field" the Board determines has substantially equivalent training, from a regionally accredited institution. Doctoral program must be APA-accredited, CPA-accredited, ASPPB/NR-designated, OR meet the Board's equivalency criteria (full-time doctorally-prepared psychology faculty, full-time on-campus residency for at least one academic year). 40 doctoral credit hours distributed among personality theory and human development (6 credits), learning theory and/or physiological psychology (6 credits), psychological measurement and assessment (6 credits), research and statistical design (6 credits), plus 20 additional credit hours in psychology.
Required supervised experience is 2 years of Supervised Professional Experience (SPE): 1-year APA-accredited internship plus 1,750 hours additional SPE accumulated through qualifying doctoral practica and/or post-doctoral supervised experience. The 1,750 SPE includes 1,000 client contact hours, 200 supervision hours (at least 100 individual face-to-face), and 550 hours in other work-related activities. Supervisors (including in exempt settings) must be licensed psychologists in NJ or, if in another state, licensed for 2 years and license-eligible in NJ. Temporary permit for post-doctoral SPE is valid for 3 years.
Exam sequence is the EPPP at ASPPB recommended pass point plus the NJ Jurisprudence Examination ($100 fee). Upon passing the EPPP, candidates have 90 days to take jurisprudence.
Initial license fee is $300 (prorated to $150 in the second year of the renewal period). Biennial renewal fee is $300. Renewal period ends June 30 of each odd-numbered year. Continuing education is 40 CE credits per biennial renewal, including 4 credits in domestic violence and 1 credit in prescription opioid drugs (risks/signs of opioid abuse, addiction, diversion). Total timeline from start of bachelor's through full licensure typically runs 7 to 9 years.

New Jersey does not offer automatic reciprocity but allows licensure by endorsement for out-of-state psychologists who hold a current valid license earned through requirements substantially equivalent to NJ. Out-of-state applicants must complete the NJ Jurisprudence Examination.
New Jersey is a PSYPACT member state. NJ enacted PSYPACT through A 4205 / S 2506 enacted September 24, 2021 and effective November 23, 2021. NJ LPs holding the E.Passport and APIT (Authority to Practice Interjurisdictional Telepsychology) through the PSYPACT Commission can practice telepsychology with clients in any of the 40+ PSYPACT member states. This is particularly valuable given NJ's proximity to NY (NYC metro), PA, DE, and CT; many NJ-licensed psychologists pursue dual NJ + NY licensure to maximize career options.

NYC metro spillover: Many NJ-trained psychologists pursue dual NJ + NY licensure to access NYC employer market (Mount Sinai, NYU Langone, NewYork-Presbyterian, Northwell, McLean affiliates). PSYPACT membership since 2021 expands this further.

How to Choose a Clinical Psychology Doctoral Program in New Jersey
Decision factors that actually matter, not generic checklist filler.
Choosing a New Jersey clinical psychology doctoral program comes down to four levers: funding (Rutgers PhD vs paid-tuition PsyDs), GSAPP's unique founding-program status, training model (clinical-science PhD vs scientist-practitioner PhD vs practitioner-scholar PsyD vs combined PsyD), and the NYC metro dual-licensure pathway. Here is how to actually narrow it down.
If you want a fully funded research PhD: Rutgers Department of Psychology Clinical PhD (APA + PCSAS dual accreditation; clinical-scientist model; GRE not used; fully funded). Montclair State University Clinical PhD (NJ public university with assistantship support; STEM-designated; fully accredited since October 2023).
If you want the founding US PsyD model: Rutgers GSAPP Clinical PsyD (instruction began 1974; the FIRST PsyD program housed inside a major research university; ~1.5 to 1.8% acceptance from 1,200+ applications). Note: GRE Psychology Subject Test required. GSAPP School PsyD shares the founding-program lineage (NASP-approved).
If you want a Combined School and Clinical training pathway: Kean University Combined School and Clinical PsyD (since 2016, NASP-accredited, the ONLY Combined doctoral program in NJ). Qualifies graduates for both clinical psychologist licensure AND school psychologist certification.
If you want a freshly-accredited Clinical PsyD with no GRE: William Paterson University Clinical PsyD (fully APA-accredited 10 years effective December 2021 through 2031; do NOT submit GRE; NJ public university tuition keeps cost below private PsyDs).
If you want Counseling Psychology PhD: Seton Hall University Counseling PhD (since October 1999; the only Counseling Psych PhD in NJ). CAVEAT: Admission may be suspended per Seton Hall catalogue. Verify current admission status before applying.
If you want a Counseling Psychology PsyD: Saint Elizabeth University (fully APA-accredited 10 years through 2033, founded 2013) or Felician University (APA since April 2021, two entry pathways: 73 credits with master's OR 88 credits with bachelor's).
If you want forensic psychology: FDU offers an optional Forensic Track within its Clinical PhD (forensic site clinical practicum, Forensic Assessment course, Evaluating Criminal Responsibility and Competency course, forensic dissertation). Montclair State Clinical PhD also offers forensic emphasis. NJ's Ann Klein Forensic Center in West Trenton provides distinctive forensic placement opportunities.
If you want NYC dual-licensure pathway: NJ borders NYC and many NJ-trained psychologists pursue dual NJ + NY licensure. NJ APA-accredited programs are recognized for NY licensure under similar education standards. PSYPACT (NJ effective November 23, 2021) adds 40+ states of telepsychology practice.
Caveats worth knowing before applying: Princeton University does NOT offer an APA-accredited Clinical Psychology PhD (Princeton's PhD is research-only in cognitive neuroscience, behavioral economics, etc., not health service psychology). Seton Hall Counseling Psych PhD may have suspended admissions per the College catalogue; verify before applying. Saint Elizabeth at "2 Convent Road, Convent Station" is the Morris Township location.
